Displaced persons from Ukraine under temporary protection in the Netherlands are exempt from paying tax on the purchase or import of a vehicle (BPM - belasting van personenauto's en motorrijwielen) and the so-called road tax (MRB - motorrijtuigenbelasting or wegenbelasting). More about it here.
